Drawing on our decades of local experience in the healthcare development arena, we offer hospital systems, clinics, and other providers in-depth knowledge, analysis, and recommendations that make the difference, such as by assessing which special permits are needed or evaluating environmental considerations that could affect development.

We help some providers meet their practice needs by taking site diligence off their plate, and assisting others sell their properties, enter joint ventures, or undertake leasing transactions to deploy resources elsewhere. Representative Matters

HCMP’s Land Use group provides creative advice and strategic guidance to solve challenges facing developers and property owners in due diligence, permitting, financing, and construction of projects. Our attorneys are skilled at conducting feasibility analysis, obtaining permits or other entitlements, and executing comprehensive strategies for addressing government and community relations issues. We relish a good challenge and enjoy sharing in our clients’ successes. Our attorneys also have extensive experience in working on property matters that intersect with environmental law.

Representative Experience

  • MultiCare Health System
    In June 2017, our client MultiCare acquired two hospitals and an extensive network of clinics in and around Spokane, Washington. The transaction made MultiCare the largest community-based, locally governed healthcare system in Washington. HCMP advised MultiCare on all real property parts of this transaction—starting with early negotiations of the purchase agreement, through extensive due diligence efforts, and culminating with closing the $425 million purchase. In addition, we continue to represent MultiCare in restructuring and growing its portfolio of off-campus emergency departments throughout the region, through negotiation of complex transactional documents and navigation of opaque permitting paths. We continue to be intimately involved with MultiCare’s largest projects, such as redevelopment and expansion of Mary Bridge Hospital as well as other hospital sites throughout the state.
  • Downtown Emergency Service Center
    Served as counsel to DESC for developing and negotiating the use, operations, and service agreements with Harborview Medical Center (with involvement from the University of Washington and King County) for the integrated physical and behavioral health care clinic included within DESC’s “Hobson Place” supportive housing project in Seattle.
  • The Polyclinic
    Served as counsel to The Polyclinic (now Optum) in connection with highly visible new medical complex on Seattle’s First Hill, including navigation through permits, municipal code amendments, and public outreach efforts.
  • Sea Mar Community Health Centers
    Served as Sea Mar’s outside counsel in ten tax-exempt bond issues through Washington Health Care Facilities Authority and the Washington State Housing Finance Commission, as well as through a Low-Income Housing Tax Credit (LIHTC) financing for the multifamily housing element of a mixed-use air-space condominium in Vancouver, Washington.
  • Yakima Valley Farm Workers Clinic
    Served as outside counsel to YVFWC in four recent tax-exempt bond issues in Washington and Oregon, and two New Markets Tax Credit financings and a related conventional loan for a new medical and dental clinic in Kennewick, Washington.
